Catalan leader Carles Puigdemont doesn't know "where he's going," Spain's deputy prime minister said Tuesday after the regional president delayed implementing independence in a speech pending talks with Madrid.
Soraya Saenz de Santamaria told reporters the speech was one of "a person who doesn't know where he is, where he's going or with whom he wants to go," adding Prime Minister Mariano Rajoy had called an urgent cabinet meeting for Wednesday at 0700 GMT
