The Ministry of Education has urged all colleges to ensure enrollment of students from low-income backgrounds in higher education upon the beginning of a new term.
All colleges and universities should fully implement the policies in favor of poor students and provide a "green path" for their enrollment, a circular issued by the Ministry of Education said.
Colleges and universities should double check identities of freshmen and strictly follow the ministry's rules on making school fees public.
Illegal admission of freshmen and those found to be cheating on college entrance exams will be severely dealt with.
According to the circular, school administrators should also tighten inspection on school buses and establish early warning systems to proactively prevent and control Ebola.
In quake-hit areas, the ministry urged more relief money and material as well as psychology counseling to teachers and students in the region.
