Former Arab League (AL) chief Amr Moussa took part in a forum on youth and leadership in Paris.
Moussa, with other world diplomats and politicians, attended a session on reforming the UN.
Addressing the gathering, Moussa said the global system needs reform altogether.
The UN system was not all bad, Moussa said, according to a statement by his office on Tuesday.
Some affiliated agencies, such as FAO and ILO, did succeed and effectively contribute to the welfare of the world, Moussa noted.
Truly, there are failures, but success stories are also there, Moussa said.
Many often mention UN failures in connection with the Security Council, which has failed to handle challenges over the past years, he told the forum.
He particularly pointed to the veto's role in hindering the responsibility of the Security Council.
He called for limiting the use of the veto right, especially when there is a Yes/No majority from Security Council members.
The Security Council is the international go-to body where maintaining peace and security is concerned, Moussa said.
He also touched upon poverty as a real threat to world peace and security, noting the Security Council has failed to deal with this problem.
