The Director General of Lebanese General Security, Abbas Ibrahim, announced, Tuesday night, that the fourth and final phase of "Arsal Agreement" will begin on Wednesday morning, with the departure of convoys of displaced persons and gunmen in Arsal to Idlib in Syria. "The fourth phase will be implemented at once, and tomorrow this nightmare will end," he said.
As part of the agreement, three Hezbollah fighters to be release by Hayat Tahrir al-Sham (HTS) on Wednesday in exchange for three detainees from Lebanon's Roumieh prison. The agreement also includes the transfer of thousands of Syrian militants and refugees from northeastern Lebanon to the Syrian province of Idlib, controlled by opposition militants.
The insistence of HTS's leader, Abu Malik al-Tali on the demand for the release of detainees and prisoners on the Lebanese side, the last implementation of the third phase of the agreement between HTS and Hezbollah, under the supervision of General Abbas Ibrahim.
Nors Center For Studies reported, on its official Facebook page, the interview with al-Tali, in which he he demanded the release of 10 Syrians, five of them in the prison of Roumieh and five others in Hezbollah prisons. Sources told Al-Hayat that four prisoners were taken from Rumania in the afternoon to unknown place. On the other hand, an official source explained that three prisoners were taken out of prison and taken to Al-Labweh area.
The number of buses that moved from Syria to Jarod Arsal reached 160 buses, which are supposed to take the militants, wounded and displaced of HTS . The buses gathered at a point under the eyes and protection of the Lebanese army.
"The consensus between the Lebanese preserves our sovereignty and dignity, and Lebanon does not continue only under the unity of all of us as a people," Ibrahim stressed in a statement to the media. He indicated that he was fully supported by all political parties in the country in his mission. He said he negotiated for the release of Lebanese who fought to protect Lebanon against terrorists.
