The Egyptian presidential candidate, Mohamed ElBaradei, former Director General of the International Atomic Energy Agency (IAEA), questioned the role of the Supreme Constitutional Court to express an opinion on the constitutionality of the emergency law. ElBaradei said in a speech on "Twitter": "Where the Constitutional Court’s role? Who gave the Military Council the authority to judge the constitutionality of the emergency law and the jurisdiction of military courts?” A number of constitutional law experts have proposed a legal amendment that allows a prior authority to the constitutional Court to oversee the complementary laws of the constitutional work, and considered the state of emergency expired after six months of the constitutional declaration.
