After four years of tough talks, negotiators from 195 nations delivered a blueprint Saturday for a global accord to rein in global warming. 

The draft, still strewn with conflicting proposals, is the skeleton for a hoped-for deal to brake climate change that ministers must flesh out in Paris next week.
