Oman\'s Ministry of Higher Education is finalising the selection criteria for 1,000 scholarships for Masters and PhD programmes announced by the government earlier this year. They were among a raft of reforms decreed by Oman\'s Sultan Qaboos Bin Saeed in the wake of protests staged in a number of cities in February and March this year.
