Vice President and Prime Minister and Ruler of Dubai, His Highness Sheikh Mohammad bin Rashid Al Maktoum has launched the fourth generation of the government excellence system, the first of its kind in the world, and focuses on results and was designed to upgrade government performance efficiency.
The fourth generation of the government excellence system aims to upgrade the system of government work on innovative basis and standards based on the excellence in government services in three main areas: achievement of the vision, innovation and empowerment to attain the highest satisfaction rates and people's satisfaction.
Commenting on the launch of the programme, Sheikh Mohammed said, "Today we launched the fourth generation of the government excellence system, a new phase which represents the excellence we aspire in the government work and draw a proactive approach to future governments to serve our people and country. It is also complements the path of excellence that we started 20 years ago when we launched the Dubai Quality Award." "We have come a long way of successful excellence. Our country has been ranked among the top positions in the global competitiveness indexes. Today we want to build on this success to move ahead to a new stage whose title is excellence," he added.
In the race toward the top position, he continued, "We look forward to excellence as a challenge rather than an achievement. Achievement is what we attain for future of our people; while the march of excellence continues and does not stop at any limits or borders." The event was attended by Maktoum bin Mohammad bin Rashid Al Maktoum, Deputy Ruler of Dubai and Mohammad Abdullah Al Gergawi, Minister of Cabinet Affairs.
Sheikh Mohammad also reviewed some stages of the government excellence process which began in 1994, with the "Dubai Quality Award".
The fourth generation of government excellence system include a number of characteristics that makes it unique. It ensures the achievement of quality and unprecedented added value to government bodies, which applied it. The system observes differences and privacy in the nature of work of institutions, and focusses on results achieved by the parties in accordance with the tasks assigned to them to achieve the national agenda. It motivates the institutions to look for future and keep pace with latest developments.
It also focuses on ensuring a competitive advantage for the State and the institution that implements it through advanced levels of achievement in the global competitiveness indexes and sustainable long-term results.
The fourth generation of government excellence system has been endorsed as a basis for assessing the government institutions involved in the Mohammed bin Rashid Award for Excellence in Government Performance, with the aim to gauge maturity level reached by those authorities in the journey towards leadership, and identifying areas of improvement as well as opportunities to help them achieve ambitious goals.
