HE Secretary-General of the Arab Maghreb Union Taieb Baccouche called Monday for adopting preventative methods to avoid conflict, primarily dialogue, rather than violence which ultimately leads to terrorism and human rights violations.
Speaking at the opening session of the International Conference on Human Rights Approach to Conflict Situations in the Arab Region, which opened in Doha Monday, Baccouche said that avoiding armed conflict should always be a priority.
He added that countries need to adopt protective methods when in conflict, highlighting the importance of establishing dialogue as means to preventing deterioration into armed conflict.
The Secretary-General also highlighted the role Non-Governmental Organizations (NGOs) in sponsoring dialogue between different political parties. He maintained however that the public's backing to NGOs and the dialogue process is the guarantee for the prevention of the escalation of peaceful violence into violent ones.
Baccoushe also stressed the importance of rule of law. However, he said that societies need to ensure that the laws in their countries are fair in accordance with standards of the international treaties and conventions.
