There's an abundance of patience being shown by Arab countries during this crisis with Qatar. Another 48 hours for Doha to make up its mind gives it a second fighting chance at reconciliation, perhaps its final chance before tougher measures are put in place by Saudi Arabia, UAE, Bahrain, Egypt and other countries that have been hurt by its actions. The suspense is building, but it doesn't help if Qatar vacillates when time is in short supply.
What matters is an intent to break this stalemate, a sign that it is willing to yield to reasonable demands made by fellow GCC members and Egypt. Is the country committed to turn its back on terrorism that it has nurtured for 20 years or is it seeking ways to beat the boyctott as it seeks fair-weather allies like Iran and Turkey? Such a move will not end well for the peninsular country whose future is entwined with the Gulf. Doha may be in a dilemma as it has given refuge to extremists and all manner of shady characters and finds it hard to break the habit of courting violent groups. What if they turn against it? But end this dalliance it must because regional security is at stake. The boycott is hurting the tiny country, which relies heavily on imports for food and other essentials, and its current opportunistic friends see Doha as a launch pad for their geopolitical ambitions. Their agenda is for all to see but, unfortunately, Doha is blinded to these facts.
How does Qatar break this cycle of distrust? It should first realise who its real friends are and engage with them. This is a matter of principle, the 2014 agreement being the template for engagement with other GCC states. This is the best option for Doha. However, it must realise and admit there is a problem with its foreign policy. Efforts must be made to step back and take stock. Once this is done - let's just say introspect - it should open discussions with the GCC through Kuwait, the mediator. Compliance with the common GCC policy of non-interference in internal affairs of others and zero tolerance of terror is a good way to start. Unless positive signals emanate from the country it will keep going around in circles. This is a terror whirlpool of Qatar's making and it must be careful not to be sucked into it.
